Gimhae City is operating a program to experience Korean culture and Gaya history and culture for overseas youth in collaboration with the Tourism Organization of Global Cities (TPO).

Gimhae City announced that it will host the '2026 TPO K-CLIP (Korean Culture & Language Immersion Program)' for three days from the 9th to the 11th throughout Gimhae. Commemorating the '1st Gyeongnam Tourism Day,' this year's event begins in Gimhae and continues through Namhae-gun and Tongyeong-si.

Approximately 50 participants, including overseas youth from TPO member cities and students from Busan Shared University, are attending the event. The opening ceremony, held at the Gimhae Video Media Center on the 9th, was attended by Gimhae Mayor Jeong Young-doo, TPO Secretary General Kang Da-eun, and Lee Dong-wook, Head of the Busan-Ulsan-Gyeongnam Regional Office of the Korea Tourism Organization. Participants will stay at the Gimhae Hanok Experience Center to experience local tourism resources, including traditional cultural activities such as pottery making, as well as touring Gaya historical and cultural sites such as the UNESCO World Heritage Sites of the Daeseong-dong Ancient Tombs and the Tomb of King Suro.

During the event, a Global Tourism Idea Workshop will also be held, where participants from various countries form teams to experience Gimhae’s tourism content and propose development plans. Participants are expected to identify the strengths and areas for improvement of local tourism from the perspective of foreign tourists.

Gimhae City plans to use this event to expand its international tourism network and promote its city brand, while also serving as an opportunity to assess its capacity to manage international events as the host city for the 13th TPO General Assembly in 2027.

하동군, 산불·호우 피해 산림 복구율 85% 돌파…연내 복구 마무리 속도

[브레이크뉴스=황민성 기자] 하동군이 지난해 옥종 대형산불과 집중호우로 피해를 입은 산림 복구사업을 본격 추진한 결과 전체 복구율이 85%를 넘어서며 마무리 단계에 접어들었다.

군에 따르면 지난해 옥종 산불 피해 면적은 총 1,078ha로, 69억1,600만 원을 투입해 추진 중인 6개 분야 복구사업의 공정률은 현재 80%를 기록하고 있다. 산불 피해 농가 62명(154건)에는 두릅과 밤, 고사리 등 산림작물 피해 지원금 10억 원을 지급했다.

집중호우에 따른 2차 피해 예방을 위해 산지사방 5곳(11.2ha)과 계류보전사업 6곳(1.0㎞)을 완료했으며, 문화재와 주택 주변 위험목 1.78ha에 대한 긴급 벌채도 마쳤다.

산불 피해지 복원사업도 진행 중이다. 전체 180ha 가운데 피해목 벌채는 104ha(58%), 조림은 38ha(22%)를 완료했으며, 군은 벌채를 오는 9월까지 마무리하고 조림은 올해 가을부터 내년 봄까지 산주 희망 수종 등을 반영해 완료할 계획이다.

집중호우 피해 복구사업은 총 50개소에 24억1,100만 원을 투입해 공정률 98%를 보이고 있다. 산사태 복구는 26개소 중 25개소를 완료했고, 횡천면 유평마을 복구공사는 이번 주 내 마무리될 예정이다. 임도 피해 복구 24개소도 모두 완료했다.

하동군은 복구사업과 함께 산사태 취약지역 250개소를 대상으로 안전점검과 정밀조사를 실시하는 등 여름철 집중호우와 태풍에 대비한 재해 예방 활동도 병행하고 있다.

As a result of Hadong County’s full-scale implementation of forest restoration projects following last year’s large-scale wildfire in Okjong and torrential rains, the overall restoration rate has exceeded 85%, marking the final stage of completion.

According to the county, the total area damaged by last year's Okjong wildfire was 1,078 hectares. The progress rate for the six restoration projects currently underway with an investment of 6.916 billion won stands at 80%. Additionally, 1 billion won in compensation for damage to forest crops, including Aralia elata, chestnuts, and bracken, has been provided to 62 affected farming households (154 cases).

Hadong County To prevent secondary damage caused by torrential rains, erosion control measures have been completed at five locations (11.2 ha) and stream conservation projects at six locations (1.0 km). Additionally, emergency felling of 1.78 ha of hazardous trees near cultural heritage sites and residential areas has been finished.

Restoration projects for wildfire-damaged areas are also underway. Of the total 180 ha, felling of damaged trees has been completed on 104 ha (58%) and reforestation on 38 ha (22%). The county plans to complete felling by this coming September and reforestation between this autumn and next spring, reflecting the tree species preferred by landowners.

Troutine damage recovery projects have invested 2.411 billion won across 50 sites and are currently 98% complete. Regarding landslide recovery, 25 out of 26 sites have been completed, and restoration work in Yupyeong Village, Hwengcheon-myeon, is scheduled to be finished within this week. Repairs to damaged forest roads have also been completed at all 24 locations. Along with restoration projects, Hadong County is also carrying out disaster prevention activities to prepare for summer torrential rains and typhoons, such as conducting safety inspections and detailed surveys on 250 landslide-prone areas.

의령군은 9일 의령읍 서동행정타운 내 의령한글공원에서 오태완 군수와 기관·사회단체장, 군민, 의령 출신 한글학자 남저 이우식·고루 이극로·한뫼 안호상 선생의 후손 등 200여 명이 참석한 가운데 준공식을 개최했다고 밝혔다.

총사업비 21억 원을 들여 조성한 의령한글공원은 9,881㎡ 규모로, 특별교부세 8억 원이 투입됐다. 공원에는 한글학자 3인의 동상과 업적 안내판, 한글 조형물, 훈민정음 해례본·언해본을 활용한 포토존, 연못과 산책로 등이 들어섰다.

박완수 경남도지사는 8일 오전 도정회의실에서 기자간담회에서, 민선 8기 전반기 동안 다져온 성장의 기반 위에 330만 도민과 함께 더 큰 미래로 도약하기 위한 후반기 도정 청사진을 밝혔다.

경남도는 ‘산업 초격차 확보를 통한 경제 수도’, ‘새로운 표준 제시를 통한 행복 수도’, ‘든든한 백년 기반을 다지는 미래 선도’ 등 3대 방향을 중심으로 도정을 운영할 방침이다. 이를 실현하기 위해 설정한 4대 도정 목표는 ▲탄탄한 산업, 활기찬 민생 ▲촘촘한 복지, 건강한 일상 ▲즐기는 문화, 머무는 도시 ▲상생의 균형 성장, 잘 사는 농어촌이다.

특히 경남도는 도민이 변화를 가장 크게 체감할 수 있고 지역의 미래 성장과 직결되는 ‘4대 중점 과제’를 선정해 도정 역량을 집중하기로 했다.

첫째, 제조업의 AI 전환 및 SMR(소형모듈원자로) 글로벌 위상 확립이다. 피지컬 AI 기술 개발과 AI 혁신 밸리 조성을 통해 제조업 전환을 가속화하고, SMR 제조 부품 시험센터 구축 등으로 주력 산업의 글로벌 경쟁력을 강화한다. 아울러 우주항공 복합도시와 첨단 항공엔진 특화단지를 추진해 우주항공 수도로의 도약을 굳힌다.

둘째, 경남형 복지 강화다. 전국 최초로 ‘경남도민 멤버십 카드’와 ‘4050 복지 포인트’를 도입해 전 생애주기별 체감 복지를 확대한다. 방학 중 아동 식사 지원과 어린이집 과일 간식 지원으로 안심 먹거리를 보장하는 한편, 통영·거창 적십자병원을 확충해 지역 필수 의료 기반도 넓힌다.

셋째, 북극항로 연계 첨단 물류도시 조성이다. 항만 배후단지 개발과 국제 비즈니스 도시 조성을 통해 글로벌 첨단 물류도시의 기반을 마련하고, 남해안 해양 레저 및 산악 유류 특화 관광을 연계해 사계절 글로벌 관광을 추진한다.

넷째, 공공기관 2차 이전 적극 대응 및 지역 혁신이다. 수도권 공공기관의 2차 이전에 선제적으로 대응하는 동시에, 이전 기관과 지역 산업을 연계한 지역 혁신 클러스터를 구축한다. 더불어 ‘경남 패스’ 연계 및 환승 할인을 통한 광역 급행버스(BRT) 운영과 동서·남북 축 철도망 구축으로 도내 어디서나 ‘1시간 생활 교통망’을 완성할 계획이다.

In particular, Gyeongnam Province has decided to concentrate its administrative capabilities on the ‘four key tasks’ selected for which residents can most tangibly experience change and which are directly linked to the region’s future growth.

First is the transition of the manufacturing sector to AI and the establishment of a global standing for SMRs (Small Modular Reactors). The province will accelerate the transition of manufacturing through the development of physical AI technology and the creation of an AI Innovation Valley, while strengthening the global competitiveness of key industries through measures such as the establishment of an SMR manufacturing component testing center. Furthermore, it will solidify its leap forward as the aerospace capital by promoting the development of an aerospace complex city and a specialized complex for advanced aircraft engines.

Second is the strengthening of Gyeongnam-style welfare. The province will expand tangible welfare across the entire life cycle by introducing the ‘Gyeongnam Resident Membership Card’ and ‘4050 Welfare Points’ for the first time in the nation. [브레이크뉴스=이성용 기자] “지방자치단체장이 시민들로부터 흰 도화지를 받았다고 임기 내 온통 자기 색깔로만 칠한다면 초등학생 낙서밖에 안 됩니다. 저는 거대한 걸작품을 만들기 위해 초석을 다지는 시장이 되겠습니다. 다음 세대가 그 위에 더 멋진 그림을 그릴 수 있도록 ‘여백’을 남겨두는 책임 행정을 하겠습니다”라며 입장을 밝혔다.

민선 9기 강기윤 창원특례시장의 눈빛은 단호했다. 취임 일주일 만에 단행한 첫 인사가 내부에서 ‘갈라치기 없는 탕평책’이라는 호평을 받으며 순항을 시작한 강 시장은 8일 오후 접견실에서 진행된 경남언론협회와의 인터뷰에서 자신의 핵심 시정 철학인 ‘시민이 먼저, 행복한 창원’의 로드맵을 가감 없이 쏟아냈다.

Q. 시정 비전인 ‘시민이 먼저, 행복한 창원’에 담긴 핵심 가치는 무엇인가?

"행정의 계획 단계부터 실천에 이르기까지 철저히 '시민의 입장'에서 바라보겠다는 뜻이다. 심지어 사업이 진행 중이더라도 시민이 불편해하고 바람직하지 않다고 판단되면 언제든 방향을 틀 수 있는 유연함이 필요하다.

제 임기 중에 내 이름 석 자 알리려는 '치적 쌓기용 대형 사업'은 하지 않겠다. 시정의 주인이자 중심은 시민이다. 골목길 전등 하나, 불편한 도로 하나를 먼저 챙기는 '생활 밀착형 행정'을 통해 시민들이 지갑과 삶 속에서 행복을 체감할 수 있도록 하겠다"

Q. 공약으로 내건 ‘10만 일자리 창출’이 다소 과하다는 우려도 있다. 구체적인 실현 방안은?

"허황된 숫자가 아니다. 핵심은 창원을 '청정 에너지 수도'로 체질을 개선하는 데 있다. 이제 탄소 중립을 맞추지 못하면 지역 기업들의 수출 길이 막힌다. 산단과 농촌 지붕을 활용한 태양광, 해상 풍력, 진해신항 수소 발전 등에 약 14조 원 규모의 투자를 유치할 계획이다.

통계적으로 10억 원 투자 시 7.5명의 일자리가 창출되므로 14조 원이면 10만 일자리가 확보된다. 특히 투자 이익금의 30%(약 5,000억 원)를 경제활동 인구에게 환원하는 '햇빛·바람 연금' 제도를 정착시켜 시민들의 기본 소득 증대와 일자리 창출을 동시에 달성하겠다. 연차별 가이드라인을 세워 흔들림 없이 추진하겠다."

Q. 시정에 ‘기업 경영 마인드’를 접목하겠다고 강조했는데,,,

"공공기관이 대기업처럼 이윤을 추구하자는 뜻이 아니다. 시민이 주신 소중한 세금을 쓸 때 '최소 투자로 최대 효과'를 내도록 효용성과 효율성을 극대화하자는 경영학적 접근이다. 중소기업, 소상공인, 자영업자들이 지금보다 더 장사가 잘되도록 뒷받침하고, 예산의 낭비 요소를 줄여 시민 삶의 질을 높이는 것 역시 가장 고도화된 '시정 경영'이다."

Q. 마산 롯데백화점 부지 활용 방안에 관심이 뜨겁다.

"얼마전 권순기 교육감을 만났다. 교육청 이전 문제만 정리되면 시는 적극 협조하겠다는 약속을 했다. 내일 도지사를 만나면 도청 산하 공공기관 입점도 최종 설계할 예정이다.

백화점 건물의 9층과 10층은 도청 관련 기관과 교육청에 내어주고, 마산합포구청 청사 진입 및 오동동 동사무소 이전, 방송통신대 학습관 등을 입점시킬 구상을 마쳤다. 이렇게 공공기관들이 들어서면 과거 백화점이 있을 때보다 유동인구와 상주인구가 훨씬 늘어나 구상권 활성화에 기여할 것이다."

Q. 오랜 난제인 ‘마산해양신도시’와 ‘제2국가산단’은 어떻게 풀어나갈 계획인가?

"해양신도시의 공공부지(약 13만 평)를 AI 실증센터니 뭐니 하며 무계획적으로 '쪼개기 분양'을 하면 작품이 안 된다. 마산 원도심을 살릴 강력한 모멘텀이 필요하다. 개인적인 아이디어로는 크루즈와 요트가 정박하는 '글로벌 1등급 해양 관광지'를 구상 중이다. 하루 유동인구가 5천에서 1만 명에 달하는 관광 거점을 만들 수 있도록 조속히 대형 청사진 용역을 발주하겠다. 기존 공모 참여자들도 컨소시엄 형태로 흡수해 화합의 장을 만들겠다.

제2국가산단(약 70만 평)은 전임 시정에서 띄워놓은 과제라 깰 수는 없지만, 솔직히 규모가 너무 작고 방산·SMR 대기업 핵심 라인이 들어오기엔 내륙 수송(육로 이동) 한계 등 에러가 많다. 국가 국책사업을 무엇으로 채울지 지역 국회의원들과 머리를 맞대고 수요를 확정한 뒤 속전속결로 해치우겠다."

Q. 미래 창원의 먹거리로 ‘가덕도신공항’과 ‘진해신항’ 중 어디에 무게를 두나?

"우리 창원에게는 가덕도보다 '진해신항'이 본체다. 2040년까지 총 36선석이 완공되면 물류 폭발이 일어난다. 시는 신항 인근에 251만 평 규모의 배후단지 조성을 추진 중이다. 부산에 뺏기지 않고 국내 대형 상선(해운회사) 본사 몇 개만 진해 배후단지에 유치해도 앞서 말한 10만 일자리는 단숨에 해결된다.

진해 원도심 발전을 위해 해군교육사령부와 군 골프장 등을 외곽으로 이전하는 장기적 방향성에 대해서도 고민 중이다. 임기 내에 첫 삽을 못 뜨더라도, 다음 시장이 이어갈 수 있도록 초석을 놓겠다."

Q. 퇴임 후 시민들에게 어떤 시장으로 기억되고 싶은가?

"이것저것 복잡한 수식어 다 필요 없다. 임기를 마치고 떠날 때 창원 시민들에게 딱 한마디 듣고 싶은 말은 "강기윤이 시장 하니까 참 좋았다, 진짜 잘하더라" 이 말 한마디에 행정 서비스 질 향상, 민생 경제 회복, 일자리 창출에 대한 평가가 다 녹아있지 않겠나, 시민들이 준 기회에 실망하게 하지 않도록 온 힘을 쏟겠다"

Q. 마지막으로 창원 시민들에게 드리고 싶은 말씀은?

"존경하는 시민 여러분 이렇게 열심히 일할 수 있는 기회를 주셔서 정말 기쁘고 감사합니다. 선거 때 누누이 말씀드렸다시피 일자리 시장 경제 시장이 되겠습니다. 그러기 위해서는 일자리 늘리는 데 최선을 다하고 또 시민이 필요로 하는 일 시민이 즐거워하는 그런 행정을 펼쳐 나가도록 하겠습니다. 시민들의 바람에 조금이라도 어떤 어긋나지 않고 시민이 바라는 대로 또 하라는 대로 시정을 잘 이끌어나가겠습니다"라며 창원시민들에게 감사 인사를 전했다.

The gaze of Changwon Special City Mayor Kang Ki-yoon, in his 9th popular election, was resolute. Mayor Kang, who has begun a smooth sailing with his first personnel reshuffle—carried out just a week after taking office—received internal praise as a “policy of impartiality without division,” candidly shared the roadmap for his core administrative philosophy, “Citizens First, Happy Changwon,” during an interview with the Gyeongnam Press Association held in the reception room on the afternoon of the 8th.

Q. What are the core values embodied in the municipal vision, "Citizens First, Happy Changwon"?

"It means that we will view everything from the planning stage of administration to implementation strictly from the 'citizens' perspective.' Even if a project is in progress, we need the flexibility to change direction at any time if it is deemed inconvenient for citizens or undesirable.

During my term, I will not undertake 'large-scale projects for the sake of building achievements' to make a name for myself. The citizens are the owners and the center of the municipal administration. Through 'life-oriented administration' that prioritizes taking care of a single street light or an inconvenient road, I will ensure that citizens can tangibly experience happiness in their wallets and daily lives."

Q. There are concerns that your pledge to create 100,000 jobs is somewhat excessive. What are your specific plans for realizing this?

** "These are not empty figures. The key lies in transforming Changwon into a 'Clean Energy Capital.' If we fail to meet carbon neutrality now, the export paths for local companies will be blocked. We plan to attract approximately 14 trillion won in investment for solar power utilizing industrial complexes and rural rooftops, offshore wind power, and hydrogen power generation at Jinhae New Port.

Statistically, an investment of 1 billion won creates 7.5 jobs, so 14 trillion won will secure 100,000 jobs. In particular, we will establish the 'Sunshine & Wind Pension' system, which returns 30% of investment profits (approximately 500 billion won) to the economically active population, thereby simultaneously increasing citizens' basic income and creating jobs. We will establish annual guidelines and push forward without wavering." Q. You emphasized that you would incorporate a ‘corporate management mindset’ into city administration...

"This does not mean that public institutions should pursue profits like large corporations. It is a management approach aimed at maximizing utility and efficiency to achieve ‘maximum effect with minimum investment’ when using the precious taxes provided by citizens. Supporting small and medium-sized enterprises, small business owners, and the self-employed so that they can do better than they do now, and reducing budget waste to improve the quality of life for citizens, is also the most advanced form of ‘city administration management.’"

Q. There is intense interest in the plans for utilizing the site of the former Lotte Department Store in Masan.

"I met with Superintendent Kwon Soon-ki recently. He promised that the city would actively cooperate once the issue of relocating the Office of Education is resolved. When I meet with the Provincial Governor tomorrow, I plan to finalize the design for the entry of public institutions under the Provincial Government.

We have completed plans to allocate the 9th and 10th floors of the department store building to agencies related to the Provincial Government and the Office of Education, while also planning for the entry of the Masan Happo-gu Office, the relocation of the Odong-dong Community Service Center, and the entry of a Korea Open University learning center. With these public institutions moving in, both the floating and resident populations will increase significantly compared to when the department store was located here, contributing to the revitalization of the commercial district."

Q. How do you plan to resolve the long-standing challenges of the ‘Masan Marine New City’ and the ‘Second National Industrial Complex’?

** "If the public land in the Marine New City (approximately 130,000 pyeong) is haphazardly 'splitting up' for projects such as AI demonstration centers, it will not result in a finished product. A strong momentum is needed to revitalize Masan's old downtown. Personally, I am envisioning a 'Global Grade 1 Marine Tourist Destination' where cruise ships and yachts can dock. I will promptly commission a large-scale blueprint study to create a tourism hub capable of attracting 5,000 to 10,000 visitors daily. I will also foster harmony by integrating existing bidders into consortiums.

Regarding the Second National Industrial Complex (approximately 700,000 pyeong), since it is a project initiated by the previous administration, I cannot abandon it. However, frankly, its scale is too small, and there are many flaws, such as limitations in inland transportation, that prevent major defense and SMR (Small Modular Reactor) conglomerates from establishing their core lines. I will put my head together with local lawmakers to determine what to fill this national project with, finalize the demand, and then proceed with the project swiftly." Q. Between the ‘Gadeokdo New Airport’ and the ‘Jinhae New Port,’ which do you place more weight on as Changwon’s future growth engine?

"For our Changwon, the ‘Jinhae New Port’ is the core rather than Gadeokdo. Once a total of 36 berths are completed by 2040, there will be an explosion in logistics. The city is currently pushing for the development of a 2.51 million-pyeong hinterland complex near the new port. If we can attract just a few headquarters of major domestic merchant shipping companies to the Jinhae hinterland complex without losing them to Busan, the aforementioned 100,000 jobs will be secured in an instant.

We are also considering a long-term direction to relocate the Naval Education Command and military golf courses to the outskirts to promote the development of Jinhae’s original downtown. Even if I cannot break ground during my term, I will lay the groundwork so that the next mayor can continue the work."

Q. How would you like to be remembered by the citizens as a mayor after you retire?

"There is no need for all sorts of complicated modifiers. When I finish my term and leave, the one thing I want to hear from the citizens of Changwon is, 'It was really great having Kang Ki-yoon as mayor; he did a truly great job.' Wouldn't that single remark encapsulate the evaluation of the improvement in administrative service quality, the recovery of the people's livelihood economy, and job creation? I will pour all my efforts into ensuring that I do not disappoint the citizens who gave me this opportunity."

Q. Finally, what message would you like to share with the citizens of Changwon?

"Respected citizens, I am truly happy and grateful for the opportunity you have given me to work so hard. As I repeatedly stated during the election, I will become a mayor focused on jobs and the economy. To achieve this, I will do my utmost to increase employment and implement an administration that does what citizens need and brings them joy. I will lead the city administration well, without deviating even slightly from the wishes of the citizens, doing exactly as they desire and instruct me to do," he said, expressing his gratitude to the citizens of Changwon.

또 북극항로 연계 첨단물류도시 조성, 공공기관 2차 이전과 지역혁신 클러스터 구축, 광역교통망 확충, 스마트 농어업 육성 등을 4대 중점과제로 추진해 미래 성장동력 확보에 행정력을 집중하기로 했다.

도는 8일부터 10일까지 경기 고양시 킨텍스에서 열리는 '제24회 국제 나노기술 심포지엄 및 융합전시회'에 밀양시, 한국토지주택공사(LH) 경남지역본부, 한국나노마이스터고와 공동으로 홍보관을 운영한다고 밝혔다.

공동 홍보관에서는 밀양나노국가산단의 투자환경과 기업 지원제도, 기회발전특구 인센티브 등을 소개하고 기업 맞춤형 투자 상담을 진행한다. 특히 180억 원 규모 입주계약을 체결한 ㈜우진과 밀양나노융합센터 입주기업인 ㈜CEN이 참여해 입주 사례와 제품을 선보이며 투자 매력을 알린다.

군은 지난 6월 29일 군청 소회의실에서 기존 돌봄활동가와 읍·면 담당 공무원 20여 명을 대상으로 자체 기본교육을 진행했다. 교육은 돌봄활동가의 역할과 의사소통 방법, 활동 시 유의사항을 중심으로 한 이론교육과 정리수납 실습으로 구성됐다.

이어 7월 2일에는 하동군노인장애인복지관에서 제공기관 종사자와 신규 돌봄활동가 60여 명을 대상으로 '2026년 통합돌봄 전문가 양성교육'을 개최했다. 이번 교육은 경상남도가 주최하고 하동군과 경상남도사회서비스원이 공동 주관했다.

교육에서는 통합돌봄 정책과 협력체계, 대상자 특성에 맞는 의사소통, 응급상황 대처 및 심폐소생술 등 현장에서 필요한 실무 중심 프로그램이 진행됐다.

하동군은 이번 교육을 통해 돌봄인력의 전문성과 현장 대응 능력을 높여 보다 체계적인 지역사회 통합돌봄 기반을 마련할 것으로 기대하고 있다.

군 관계자는 "돌봄서비스의 품질은 현장 인력의 전문성에서 시작된다"며 "지속적인 교육과 역량 강화를 통해 군민이 체감하는 통합돌봄 체계를 구축하고 복지 사각지대 해소에 힘쓰겠다"고 말했다.

하동군은 주민이 직접 참여하는 경남형 이웃돌봄사업을 운영하고 있으며, 앞으로도 돌봄인력 교육과 지원을 확대해 지역 중심 돌봄체계를 강화할 계획이다.

Hadong County Expands Professional Training for Care Workforce to Strengthen Integrated Care Service Capabilities

On June 29, the county held an in-house basic training session in the county office's small conference room for approximately 20 participants, including existing care workers and town/village officials. The training consisted of theoretical instruction focusing on the roles of care workers, communication methods, and precautions during activities, as well as practical exercises on organization and storage.

Subsequently, on July 2, the county hosted the "2026 Integrated Care Expert Training" at the Hadong County Welfare Center for the Elderly and Disabled, targeting about 60 staff members from service providers and new care workers. This training was hosted by Gyeongsangnam-do Province and co-organized by Hadong County and the Gyeongsangnam-do Social Service Agency. The training featured practical, field-oriented programs covering integrated care policies and cooperation systems, communication tailored to the characteristics of the recipients, emergency response, and cardiopulmonary resuscitation (CPR).

Hadong County expects that this training will enhance the professionalism and on-site response capabilities of care personnel, thereby establishing a more systematic foundation for community-based integrated care.

A county official stated, "The quality of care services begins with the professionalism of field personnel," adding, "We will strive to build an integrated care system that residents can truly experience through continuous training and capacity building, and work to eliminate blind spots in welfare."

Hadong County operates the Gyeongnam-style Neighbor Care Project, in which residents participate directly, and plans to further strengthen its community-centered care system by expanding training and support for care personnel.

함안 의곡사지 5차 발굴 착수… 국가유산 지정 기반 마련

[브레이크뉴스=황민성 기자] 함안군이 통일신라와 고려시대 지역 불교 중심 사찰로 추정되는 의곡사지의 역사적 성격을 규명하기 위한 5차 발굴조사에 착수했다.

군은 지난 7일 군청에서 국가유산청, 불교문화유산연구소와 함께 '함안 의곡사지 5차 발굴조사 착수보고회'를 열고 조사 계획과 유적 보존·정비 방안을 논의했다고 밝혔다.

이번 조사는 2021년부터 이어진 연차 발굴의 후속 사업으로, 사찰의 전체 규모와 구조를 규명하고 국가유산 지정과 체계적인 보존·정비를 위한 기초자료 확보를 목표로 한다.

광려산 기슭에 위치한 의곡사지는 지금까지의 발굴을 통해 통일신라부터 고려시대까지 운영된 대형 사찰로 확인됐다. 1~4차 조사에서는 건물지 26동과 탑지, 석등지, 기와가마 등이 확인됐으며, 금동불상 8구와 청동풍탁, 청동소탑, 철제 종 등 다양한 불교 유물이 출토됐다.

특히 '의곡사(義谷寺)' 명문이 새겨진 기와가 발견돼 고려시대인 1046년 사찰이 중창됐음을 보여주는 자료도 확보됐다. 학계는 의곡사지가 9세기 함안 지역 불교 행정을 담당한 승관직인 '군통(郡統)'의 거점 사찰이었을 가능성에도 주목하고 있다.

함안군은 이번 조사 결과를 토대로 국가유산청, 불교문화유산연구소와 함께 추가 조사와 보존 정비를 추진하고, 향후 국가유산 지정도 본격적으로 추진할 계획이다.

차석호 군수는 "이번 발굴을 통해 의곡사지의 역사적 가치가 더욱 구체적으로 밝혀지길 기대한다"며 "출토 유적과 유물을 체계적으로 보존하고 활용할 수 있도록 적극 지원하겠다"고 말했다.

Haman County has launched its 5th excavation survey to clarify the historical nature of the Uigoksa Temple Site, which is presumed to have been a central regional Buddhist temple during the Unified Silla and Goryeo periods.

The county announced that on the 7th, it held a "Report Meeting on the Launch of the 5th Excavation Survey at Haman Uigoksa Temple Site" at the county office in collaboration with the National Heritage Administration and the Institute of Buddhist Cultural Heritage, where they discussed survey plans and measures for the preservation and maintenance of the site.

This survey is a follow-up project to the annual excavations that have continued since 2021. Its goal is to identify the overall scale and structure of the temple and to secure basic data for the designation of the site as a national heritage and for systematic preservation and maintenance.

Located at the foot of Mt. Gwangnyeo, the Uigoksa Temple Site has been confirmed through previous excavations to be a large temple that operated from the Unified Silla period through the Goryeo period. During the first four excavations, 26 building sites, pagoda sites, stone lantern sites, and tile kilns were identified, and various Buddhist artifacts were unearthed, including eight gilt-bronze Buddha statues, bronze wind chimes, miniature bronze pagodas, and iron bells.

In particular, the discovery of roof tiles inscribed with the name "Uigoksa" provided evidence that the temple was rebuilt in 1046 during the Goryeo Dynasty. The academic community is also paying attention to the possibility that the Uigoksa site served as a base temple for the "Guntong," a Buddhist official position responsible for Buddhist administration in the Haman region during the 9th century.

Based on the results of this investigation, Haman County plans to proceed with additional surveys and preservation maintenance in collaboration with the National Heritage Administration and the Institute of Buddhist Cultural Heritage, and intends to actively pursue its designation as a National Heritage site in the future.

County Governor Cha Seok-ho stated, "I hope that the historical value of the Uigoksa site will be revealed more concretely through this excavation," adding, "We will provide active support to systematically preserve and utilize the excavated remains and artifacts."

시는 ‘2026년 적극행정 실행계획’을 수립하고 적극행정 공무원 우대와 보호·지원 강화를 핵심으로 한 다양한 제도를 추진한다고 8일 밝혔다.

이번 계획은 ‘소통하는 시정, 성과로 답하는 행정, 신뢰받는 김해’를 비전으로 적극행정 문화 확산과 시민 체감 성과 창출에 초점을 맞췄다.

가장 큰 변화는 ‘적극행정 마일리지 제도’ 신설이다. 시는 올해 팀장급 이하 직원을 대상으로 시범 운영하며, 적극행정 실적에 따라 마일리지를 부여하고 누적 점수에 따라 인센티브를 제공할 계획이다. 이를 통해 업무 과정에서의 자발적인 개선 노력과 창의적인 행정 실천을 적시에 보상한다는 방침이다.

공무원 보호 장치도 강화된다. 기존 ‘적극행정 면책보호관’을 ‘적극행정 보호관’으로 확대 운영해 감사 단계뿐 아니라 징계·수사·소송 과정에서도 의견 제출과 법률 지원 안내 등 실질적인 지원 기능을 수행하도록 했다.

시는 이와 함께 사전컨설팅, 적극행정 면책제도, 소송 지원, 책임보험 가입 등 보호제도를 확대해 공직자들이 책임 부담 없이 적극적으로 업무를 추진할 수 있는 환경을 조성할 계획이다.

또 우수사례 발굴과 홍보를 강화하고, 적극행정 국민신청제와 시민추천제를 운영해 시민이 직접 체감한 우수 사례를 발굴하는 등 시민 참여도 확대할 예정이다.

한경용 정책기획과장은 “적극행정은 시민 불편을 줄이기 위한 작은 실천에서 시작된다”며 “공직자들이 안심하고 창의적으로 일할 수 있는 조직문화를 만들어 시민이 체감하는 행정 성과로 이어가겠다”고 말했다.

시는 8일 각종 개발사업 등으로 임야에서 일반 토지로 이용 형태가 바뀐 국공유지를 대상으로 비예산 등록전환 사업을 추진 중이며, 현재 300여 필지의 정비를 완료했다고 밝혔다. 연말까지 1천 필지 등록전환을 목표로 하고 있다.

등록전환은 임야대장과 임야도에 등록된 토지를 토지대장과 지적도로 변경하는 절차다. 그러나 필지당 73만5천원의 측량수수료가 발생해 그동안 재산관리부서의 사업 추진에 어려움이 있었다.

시는 대상지를 직접 조사한 뒤 경남도와 김해국토관리사무소, 한국도로공사, 한국자산관리공사, 시 재산관리부서 등과 협의를 거쳐 대상지를 확정했다. 이후 전산화된 지적도면을 활용해 담당 공무원이 직접 토지이동 데이터를 작성하는 방식으로 별도 측량비 없이 등록전환을 진행하고 있다.

이번 사업으로 지적도면의 정확도를 높여 경계 분쟁과 지적측량 관련 민원을 줄이고, 축척 차이로 인한 토지 합병 제한과 관리 비효율 문제도 개선할 수 있을 것으로 기대된다.

김해시는 앞으로도 축척이 다른 지적도면을 지속적으로 정비하는 등 토지행정 혁신을 이어갈 계획이다.

On the 8th, the city announced that it is implementing a non-budget registration conversion project targeting state-owned land whose usage has changed from forest land to general land due to various development projects, and that it has currently completed the reorganization of approximately 300 parcels. The city aims to convert 1,000 parcels by the end of the year.

Registration conversion is a procedure to change land registered in the forest land register and forest map to the land register and cadastral map. However, the project faced difficulties for property management departments due to the surveying fee of 735,000 won per parcel.

The city directly surveyed the target sites and finalized the sites after consultations with Gyeongnam Province, the Gimhae Regional Office of Land Management, the Korea Expressway Corporation, the Korea Asset Management Corporation, and the city's property management department. Since then, the conversion of registrations is being carried out without separate surveying fees by utilizing digitized cadastral maps, with officials in charge directly creating land transfer data.

It is expected that this project will improve the accuracy of cadastral maps, thereby reducing boundary disputes and civil complaints related to cadastral surveying, and also address issues such as restrictions on land consolidation caused by scale differences and management inefficiencies.

Gimhae City plans to continue innovating its land administration by continuously rectifying cadastral maps with different scales.

고성군, 스포츠빌리지 입주자 모집… 유소년 체육인 정주 지원

스포츠빌리지는 고성읍 기월리 일원에 인구소멸대응기금 60억원을 투입해 조성한 체육인 맞춤형 주거시설로, 2022년 착공해 올해 5월 준공됐다.

공급 물량은 단독주택 4동과 다가구주택 18호다. 단독주택은 지정스포츠클럽을 대상으로 하며, 다가구주택은 지역 초·중·고 학생선수를 포함한 세대와 체육지도자가 신청할 수 있다.

신청 기간은 오는 20일까지이며, 국민체육센터 2층 스포츠산업과를 방문해 접수하면 된다.

입주자는 서류심사와 스포츠빌리지 운영위원회 심의를 거쳐 선정한다. 학생선수 연령과 선수·지도자의 수상 경력, 지역 체육 발전 기여 가능성 등을 종합 평가하며, 최종 대상자는 29일 개별 통보된다. 입주는 계약 절차를 거쳐 9월 1일부터 시작될 예정이다.

고성군은 스포츠빌리지가 체육 인재의 안정적인 정착과 지역 체육 경쟁력 강화에 기여할 것으로 기대하고 있다.
