원동면 화제리 축사단지는 1992년부터 18개 양돈농가가 주거지와 거리제한이 없던 시절에 집단으로 재래식 돈사가 밀집 형성되면서 지형적 영향으로 인근 주거지에 악취로 인한 주민피해가 반복돼 왔다.
