경상남도는 6일 오전 도청 도정회의실에서 ‘2025년 을지연습 준비보고회’를 개최하고, 안보위협 상황 대비와 기관별 임무수행 절차 점검 등 본격적인 훈련 준비에 들어갔다.

 

박 지사는 “최근 국내외 안보 환경이 녹록지 않고, 고도화된 전쟁 양상과 다양한 재난 상황에 대비한 현실적인 대응 능력 강화가 필요하다”며 “특히 대량살상무기, 무인기 등 새로운 위협 요소에 대한 대응책을 을지연습을 통해 보완하고, 유관기관 간 정보 공유 및 공동 대응 체계를 구축해달라”고 강조했다.

 

이어 “이번 연습은 행정기관 중심이 아닌 도민과 함께하는 실질적 훈련으로 추진해야 하며, 안보 자립의식 제고와 국민 참여 기회도 충분히 보장해줄 것”을 주문했다.

 

올해 57번째를 맞는 을지연습은 전쟁 전 국지도발과 같은 국가위기 상황에 대비한 위기 관리 및 전시전환절차 훈련과, 개전 이후 국가 총력전 수행을 위한 종합연습을 통해 국가비상대비태세를 확립하는 범정부 차원의 훈련이다. 지난해에 이어 올해도 한미 연합 군사연습인 ‘을지 자유의 방패(UFS, Ulchi Freedom Shield)’ 훈련과 연계해 실시된다.

 

올해 경남도의 을지연습은 특별재난지역으로 지정 또는 건의된 진주･의령･하동･산청･함양･합천 등 6개 시·군이 행정안전부 지침에 따라 훈련이 제외되거나 축소된 가운데 실시된다.

 

오는 8월 13일에는 국지도발 상황에 대비한 위기관리연습을 실시하고, 18일부터 21일까지는 민·관·군·경·소방 등 256개 기관, 2만 4천여 명이 참여하는 본훈련이 실시된다. 훈련 기간 중에는 전 공무원을 대상으로 한 불시 비상소집, 전시전환 도상연습, 전시현안과제 토의, 주요 기반시설‧다중이용시설의 테러 대응 실제훈련 등을 실시한다.

 

또한 20일에는 특별재난지역으로 지정된 하동･산청･합천군과 특별재난지역 건의 지역인 진주시, 의령･함양군을 제외한 시군에서 전 국민이 참여하는 전국단위 민방위 대피훈련이 진행된다. 공습상황을 가정해 공습경보를 전파하고 차량이동 통제와 주변 대피소 찾기, 비상 국민행동요령 교육 등이 병행될 예정이다.
