지난 1일 탈북민 김모씨는 죽음을 무릅쓰고 자유 대한민국을 찾았지만 이런 기쁨도 잠시하고 북한으로 다시 되돌아가는 월북 사건이 있었다.

 

이를 계기로 영국 일간지 가디언은 16일(현지시간) 국내 탈북민들의 실상을 재조명 하는 기사를 다루었다.

 

기사에서 가디언은 '무엇이 탈북민들을 돌아가고 싶게 하는가'라는 제목의 기사로 김모씨의 월북 동기에 대해  "민주적이고 자본주의적인 남한에서의 삶이 기대했던 것보다 훨씬 못 미치는 경우라"고 보도했다.

 

가디언에 따르면 탈북자 3만3800여명 가운데 월북자는 30명으로 수치로는 얼마 안되는 숫자이긴 하지만 "탈북자 한사람이 북한으로 되돌아갈 때 다른 탈북자들에게도 영향을 미치게 된다"는 것이 문제가 될 수 있다는 것이라고 밝혔다.

 

지난해 탈북자 1582명 가운데 정신적으로 고통을 겪고 있는 사람은 무려 47%에 달한다고 한다.

 

지난 26일에는 서울 강북구 미아동에 사는 중년 남성의 탈북민이 투신 자살하는 사건이 있었다. 

 

이 사건 이전인 작년에는 부산에서 탈북민 남성이 자신의 몸에 불을 붙이고 자살하는 사건도 있었다.

 

이런 사건들이 계속해서 반복되는 이유에 대해 심리학 박사들의 공통된 의견은 짓눌려오는 정신적인 압박에서 본인에게 일어난 여러가지 문제들을 어디에도 털어놓을 곳이 없다는 것이 문제라는 것이다.

 

이런 현상들은 앞으로 더 심각한 사회적인 문제가 될 수 있기 때문에 정부나 지자체가 선제적으로 대응해서 충분히 예상되는 문제를 사전에 예방해야 한다고 의견을 덧붙였다.

 

북한이탈주민들은 계속해서 자유 대한민국을 찾아올 것으로 예상이 되고 그 숫자는 분명히 늘어날텐데 똑같이 반복되는 이런 문제들을 정부가 나서서 탈북민 한사람 한사람의 문제를 해결 하기에는 한계가 있어 보인다.

 

그래서 지자체가 이탈주민들의 삶을 파악하고 이들의 고충이 무엇인지 선제적으로 살피지 않는다면 제2, 제3의 똑같은 문제들을 계속해서 맞닥뜨려야 할 것으로 보인다.

 

이에 본지는 각 지자체가 탈북민 중 일정한 자격을 갖춘 상담사를 직접 고용하여 동향인들의 고충을 듣고 이곳에서 잘 적응할 수 있도록  따뜻한 행정력을 보여줘야 한다고 주장했던 것이다.

 

이제 각 지자체는 더이상의 똑같은 사건이 일어나지 않도록 본지의 의견을 수렴해서 빠르게 대응해 주길 바라는 마음이다.
