[브레이크뉴스=이성용 기자] 창원특례시는 4일 시청에서 정규헌 경남도의원 등이 참석한 가운데 교육발전특구와 연계한 거점형 돌봄센터 구축을 위한 간담회를 개최했다.

 

지난 2월 28일 교육발전특구 1차 시범지역으로 지정된 창원시는 지역전략·특화산업 맞춤형 기능 인력양성 체계 구축을 위해 스마트제조 교육발전특구로 3년간 시범 운영하게 된다. 

 

직업교육 혁신지구를 기반으로 한 교육발전특구는 저출산 및 인구감소에 따른 지방소멸 등 사회 변화에 대응하고자 지자체와 교육청이 힘을 합쳐 늘봄학교를 확대하고 다양한 유보통합 모델 운영, 아이키우기 좋은 환경 조성 등 지역 정주여건 개선에 대한 내용도 포함됐다.

 

이번 간담회는 이러한 교육발전특구의 기본 취지에 적극 공감하여 지역에서 배출한 인재가 오래 정주할 수 있도록 교육과 연계한 보육환경을 개선하고, 지속 가능한 ‘창원형 돌봄·늘봄’ 모델 발굴을 위해 마련됐다. 

 

특히 경남교육청의 독자적 모델이자 거점형 늘봄인 ‘거점통합 돌봄센터’는 양질의 돌봄서비스 및 방과후 학교 프로그램을 통합 제공하는 거점 돌봄기관으로, 창원(의창, 성산)에만 2곳이 있고, 마산·진해권에는 전무한 상황이다.  

 

이에, 우수한 방과 후 프로그램 운영 중심의 거점형 돌봄센터의 확대 추진 여부에 대해 시·교육청·거점형 돌봄센터·학부모·보육전문가·의회 등 관계자들의 다양한 의견을 청취하고 교육발전특구와 연계한 돌봄사업 추진 방안에 대해 심도있게 토론했다. 

 

 ‘늘봄 상남’을 이용 중인 학부모는 “늘봄 상남은 프로그램도 다양하고, 기존 학교 내 돌봄보다 선발기준도 폭넓어서 좋다”고 만족감을 표했고, 타 돌봄기관을 이용 중인 학부모는 “대학교 등 지역사회 자원과 연계한 교육 프로그램이 개발되어 운영되었으면 좋겠다”고 말했다.

 

이밖에도 학생들의 발달단계에 맞춘 차별화된 돌봄센터 내 교육의 필요성과 함께 ‘아이키우기 좋은 환경 구축+문화·정주 기반 조성’을 목표로 창원형 교육발전특구와 연계한 돌봄 통합 모델을 만들자는 의견이 제시되었다. 

 

정규헌 경남도의원은 “창원시 관내에 지정된 늘봄학교는 필요로 하는 학생들을 온전히 수용해주지 못하고 있는 것이 현실이다. 원하는 학생과 학부모가 많은 만큼 창원시는 창원형 늘봄학교를 잘 준비해 안전하고 수준 높은 교육 환경을 조성하고, 엄마들의 걱정을 창원시가 해결해줘야 한다”고 말했다.

 

홍남표 창원시장은 “교육·취업과 함께 보육문제가 통합적으로 개선되지 않으면 인재의 지역 정주는 실질적으로 어려우며, 더 나아가 지방의 인구유출 또한 더욱 심각해질 수 있다”며, “지역의 시설·자원과 연계한 창원형 돌봄센터 확충 및 학교 복합시설을 활용한 늘봄거점센터 설치 등에 대해 교육청과 적극적으로 협력하여 교육발전특구로 양성된 지역 인재가 결혼하고 아이를 키우며 오랫동안 정주할 수 있는 환경 조성을 위해 최선을 다하겠다”고 말했다.
