Kim Yeong-rok, a member of Changwon City Council, proposes a representative proposal for 'preparation of countermeasures for the overcrowding of political banners'

5-minute remarks on the ordinance proposal to support the spread of electric two-wheeled vehicles

Changwon city council member Kim Young-rok proposed a resolution on the 17th to prepare countermeasures against political banners that have recently been indiscriminately crowded, and then proposed an ordinance to support the spread of electric two-wheeled vehicles through a free speech for five minutes.

Outdoor Advertisements Act As the Act on the Management of Outdoor Advertisements, etc. and Promotion of the Outdoor Advertising Industry was amended and entered into force in December 2022, advertisements, etc. In the case of installation, the regulations regarding permission/report and prohibition/restriction are not applied.

However, in a situation where it is difficult for small business owners to put up a banner for publicity, the banners of politicians are legal, so wherever the eyes are drawn, the banners are indiscriminately hung and the eyes of citizens looking at them are not good.

Due to this unreasonable law, citizens' eyebrows are getting more and more frowned upon, and small business owners' dissatisfaction is increasing. Despite this, the contents of the banners with the names of politicians are being delivered to teenagers without any restriction.

As for the type of political banners, they threaten safety by blocking the view of pedestrians and drivers and covering traffic lights.

It also has adverse effects on the environment and the health of citizens. Banners not only generate carbon during the manufacturing process, but also generate first-class carcinogens such as dioxins when banners are incinerated after use, and soil pollution when landfilled. As these problems arose, some local governments began to prepare countermeasures.

Rep. Kim Young-rok suggested that the government and the National Assembly immediately revise the law to prepare a plan to regulate political banners, and the National Election Commission to quickly prepare guidelines for political banners, and Changwon City and Gyeongsangnam-do Province to crack down on indiscriminate installation of political banners. It was asked to come up with a plan to activate the use of the designated bulletin board and banner.

In the 5-minute free speech that followed, civil complaints from citizens continue due to the increased noise of delivery vehicles due to Corona 19, and air pollution caused by carbon monoxide emissions goes against the climate and environment policy of Changwon City, so special measures are needed.

Recently, Sejong City announced that it would build 60 charging facilities by injecting government and private capital to convert all two-wheeled delivery vehicles to electric two-wheeled vehicles by 2024. In response, the city of Seoul announced that it was pushing ahead with a plan to convert 35,000 two-wheeled vehicles to electric two-wheeled vehicles by 2025, and suggested that Changwon City actively pursue this plan at least in terms of climate environment and citizens' pain-sharing.
