[브레이크뉴스=이성용 기자] 창원특례시는 시민의 다양한 목소리를 반영해 수요자 맞춤형 교통복지를 실현하고 교통안전 선진도시를 조성하고자 다양한 정책을 펼치고 있다. 

 

시는 캠핑문화 확산에 따라 급증한 캠핑차량의 주차공간 부족을 해소하고 주차장 내 장기주차로 인한 민원 해결을 하고자 RV(캠핑카‧카라반) 전용 주차장을 조성할 계획이다.

 

창원시의 캠핑카 등록 대수는 1,000여 대로 일반 승용, 화물, 특수차를 캠핑카로 개조할 수 있도록 국토부 ‘자동차튜닝에 관한 규정’이 시행되면서 향후 캠핑카는 더 늘어날 전망이다. 2020년 2월 화물자동차운수사업법 시행규칙 제48조 개정으로 캠핑카는 등록된 차고지에만 주차해야 한다. 

 

또한 교통약자의 이동권 확대를 위해 지난 7월 도입한 교통약자 바우처택시도 시행 후 지속적으로 비휠체어 교통약자에게 큰 호응을 얻고 있다. 

 

시행 첫 달인 7월에는 5,483건, 8월 8,793건의 이용 건수를 기록하며 비휠체어 교통약자의 바우처택시 이용이 큰 폭으로 증가하고 있다. 기존에 교통약자의 이동권 보장을 위해 운영되어 오던 특별교통수단(장애인콜택시)은 휠체어 사용 여부와 관계없이 교통약자로 등록된 회원은 모두 이용할 수 있어, 지속적인 이용자 증가로 인한 배차 지연 문제 등으로 이용에 많은 불편을 겪어왔다. 

 

이에 시는 바우처택시를 도입함으로써 휠체어 이용자는 특별교통수단(장애인콜택시)을, 비휠체어 이용자는 바우처택시를 이용할 수 있도록 하여 수요자 맞춤형 교통편의를 제공하고 있다. 

 

시는 바우처택시 이용이 더욱 활성화되면 특별교통수단의 배차 대기시간도 점차적으로 크게 감소할 것으로 기대하고 있으며, 연말까지 지속적인 모니터링을 통해 바우처택시 확대 여부도 적극 검토할 계획이다. 

 

이와 더불어 시는 공영자전거 ‘누비자’의 이용자 편의성을 개선해 전국 최초의 공영자전거에서 전국 최고의 공영자전거로 탈바꿈시키겠다고 밝혔다. 

 

창원시가 지난 2008년 도입한 누비자는 그동안 시민들은 물론 전국 지자체의 공공자전거 롤모델로 큰 호응을 얻었지만 매년 이용객이 감소하고 있다. 이에 올해부터 보관대에 꽂는 대신 QR코드 인식 방식으로 바꾸어 대여와 반납이 더 편리해진 업그레이드 버전을 내놓았다. 

 

새로 도입되는 공유형 누비자는 앱을 통해 누비존(누비자 터미널) 위치를 확인하고, QR코드 인식으로 자전거를 대여할 수 있다. 또한 보관대 거치 방식이 아닌 누비존에서 자전거 뒷바퀴에 설치된 자물쇠를 잠그면 반납이 가능하다.
