[브레이크뉴스=이성용 기자] 노치환 경상남도의원이 경남교육청이 주요사업으로 진행하고 있는 빅데이터·인공지능(AI) 플랫폼 아이톡톡을 통한 학생 데이터 수집에 대해 “학생 개인정보 수집은 학생 개개인의 권리존중을 최고의 가치로 삼아 경남교육을 이끌어온 박종훈 교육감의 기조가 사라진 사업이다”고 20일 지적했다.

노 의원은 20일 열린 제398회 경상남도의회 정례회 2021회계연도 경상남도교육청 결산 승인 심사에서 아이톡톡을 통해 수집한 학생 개인정보를 진로지도 데이터로 쓰겠다는 경남교육청의 계획에 대해 “개인정보는 다른 정보가 가지지 않는 자산으로 평가될 정도로 그 가치를 존중받고 있어 개인정보의 통제는 자신의 권리인 동시에 인권과도 깊은 관련이 있다”고 밝히며 “학생들의 개인정보에 있어서의 자기결정권이 충분히 존중받고 있는지 의문이다”고 지적했다.

노 의원은 “교육청은 기본권에 대한 법리검토를 마치고, 학생들이 개인정보 수집을 거부할 경우 거부권 행사 또한 충분히 이뤄지고 있다고 밝히고 있으나, 학생들의 개인정보를 수집한다는 것 자체가 박종훈 교육감이 밝혀온 학생인권존중의 기조와 부합하지 않는 것”이라고 비판했다.

아울러 ▲경남교육청이 수집하는 학생 개인정보가 진로지도를 위한 데이터로 쓰인다는 사업목적이 학부모들에게 충분히 고지되었는지, ▲이에 대한 학생과 학부모 양자 모두의 이해를 근거로 정보제공동의가 이뤄졌는지 의문을 표하며 이에 대한 점검이 필요하다고 주장했다.

노 의원은 아이톡톡 실제 학생 접속현황을 공개하며 아이톡톡의 효용성에도 의문을 표했다.

경남교육청에 따르면 스마트단말기 보급이 끝난 초등학교의 경우 지난 6월 기준 아이톡톡 주 평균 접속자수는 35만5천 명이다. 이를 주말을 제외한 등교일 5일 기준으로 환산하면 하루 7만1천 명이 접속하는 셈이다.

노 의원은 이에 대해“학교수업에서 아이톡톡을 의무적으로 사용하는 일정 시수가 있는 것으로 아는데, 도내 초등학생 수가 약 18만 명인 것에 비하면 학교수업 외에는 학생들이 아이톡톡을 거의 사용하지 않는다고 봐야 할 정도로 활용도가 낮다”며 “기기보급과 프로그램개발 등 관련 사업에 2000억 원 가까이 예산이 투입된 것에 비해 효용성에 의문이 든다. 이 예산이 더욱 긴급한 교육현안에 투자 되었다면 그 효과성은 다르지 않았겠느냐”고 반문했다.
