[브레이크뉴스=이성용 기자] 경상남도는 사회 전반의 재난위험 요인을 조기에 발견 및 해소하기 위해 17일부터 10월 14일까지 59일간, 도내 노후·위험시설 1,800여 개소를 대상으로 ‘2022년 국가안전대진단’ 추진에 돌입한다.

 

이번 국가안전대진단은 새정부 출범에 맞춰 추진하는 ‘대한민국 안전대전환’ 의 일환으로 추진된다. 

 

국가 안전대전환은 국가차원에서 재난에 대한 전반적인 안전관리 강화를 위한 사업으로 ▲국가안전대진단 ▲ 물놀이 시설 등 위험시설 안전점검 ▲안전한국훈련 등 교육·훈련 ▲안전점검의 날 운영 등 홍보‧캠페인 등 다양한 활동으로, 이 중 국가안전대진단은 핵심사업이다.

 

‘국가안전대진단’은 세월호 참사 후 2015년부터 우리 사회 안전관리 실태를 점검 하고 안전의식을 높이기 위해 중앙부처, 지자체, 민간단체 등이 참여하는 범정부 차원으로 매년 실시하고 있다.

 

점검 대상은 위험시설 및 최근 사고 발생 시설, 도민 관심 분야 등 위험성이 높은 1,800여 개소와 주민신청제로 선정된 시설을 대상으로 하며, 각 분야별 전문가, 유관기관 등과 합동으로 점검을 실시하게 된다.

 

여름철 사고예방을 위해 농어촌 민박시설, 출렁다리 등에 대해서는 대진단 시작 전인 7월부터 안전점검을 실시하고 있다.

 

올해 대진단은 주민참여를 위해 점검대상 주민신청제를 새로이 도입해 지역주민들이 점검대상 시설을 신청할 수 있게 했으며, 인력 등 한정된 자원과 육안점검 한계를 보완하기 위해 드론, 열화상카메라, 전자내시경 등 전자장비를 활용하여 점검의 정확성과 신뢰성을 높일 계획이다. 

 

참여 기관의 적극적 참여 유도와 대진단 성과 제고를 위해 행정안전부와 경남도 합동으로 시군 확인점검 및 평가를 실시하고, 평가결과 우수사례는 공유할 예정이다.

 

또한, 가정 및 음식점·목욕탕 등 다중이용시설에 자율점검표를 배부하여 도민들이 직접 본인 소유 주택이나 시설물에 대한 자율점검을 유도하고, 방송이나 반상회 등을 통한 안전의식 제고를 홍보하고 안전신문고를 통한 신고 활성화를 꾀하는 등 도민들에게 안전문화를 정착시키는 계기로 삼을 계획이다.

 

점검결과 이상이 있는 경우 현장에서 시정 가능한 사항은 즉시 시정조치하고, 필요한 경우에는 안전진단 전문기관에 정밀안전진단을 의뢰하여 중대한 결함이나 위험요인 등이 발견될 시에는 보수․보강, 사용제한 등의 조치를 취할 방침이다.
