개정안은 현재 경남도 보훈예우수당 지급 대상에서 제외된 공상군경과 특수임무부상자, 특수임무공로자를 새롭게 지원 대상에 포함하는 내용을 담고 있다.

 

현행 조례는 전몰군경과 순직군경 유족 등을 중심으로 수당 지급 범위를 규정하고 있어, 국가수호 과정에서 부상을 입은 공상군경이나 특수임무 수행 중 희생·부상을 입은 유공자들은 지원을 받지 못한다는 지적이 이어져 왔다.

 

실제 국가보훈부의 ‘2024년 국가보훈대상자 생활실태조사’에서도 지원 범위와 수준에 대한 불만이 높은 것으로 나타났다. 조사 결과 보훈대상자의 59.7%는 ‘지원 범위 미흡’을, 28.5%는 ‘지원 수준 미흡’을 이유로 꼽아 전체 응답자의 88.2%가 현행 지원 체계에 아쉬움을 나타냈다.

 

특히 특수임무유공자의 경우 ‘지원 범위가 부족하다’고 응답한 비율이 68%에 달해 상대적 정책 소외가 큰 것으로 조사됐다.

전국적으로는 이미 다수 지방자치단체가 관련 지원을 시행 중인 것으로 나타났다. 공상군경은 전국 9개 시·도, 특수임무유공자는 11개 시·도에서 월 2만원에서 최대 15만원 수준의 보훈예우수당을 지급하고 있다.
